		<description>So, here is the question. We are now five years into the CPA and how many tarmac roads has the new government produce. Outside of Juba, Wau and Malakal I would day that number stands at ZERO. Why is this? Why are no big companies or corporations (outside of NGOs) bringing in any commercial enterprises to the South? Without a viable roads system - and please, do not even mention the hideous marrum tracks that have been put down as real roads - real progress is still only a pipe dream. Any development organization (read - UNDP, World Bank, et.al.) realizes the this is a backbone to any true development in a land such as this. I think the bottom line is that everyone is anticipating more war and not wanting to take very risky chances with improvements. After sixteen years in this country I have seen a lot - but the past five here in the south have shown remarkably little.</description>
